| FEDERALISM, FUNDS AND DISCRIMINATION WRITTEN BY ASHOK RAINA | | | | All of the state people already knows perfectly that the article 1 of the Indian constitution describes the federalism and relations of states with the union related to all matters comes under the purview of state list , concurrent list and federal list but why there is vast differentiate being often found in the allocation of funds to run the state affairs in federal states .if we go through the notice to learn from the chapters of constitutional rights of the all federal states we definitely affirm that all the states have equal rights under the chapter of constitution by means of article 14, 15, 16 and 17 respectively .
If you want to learn from the allocation of funds the budget expenditure on the states we definitely came to this conclusion that the budget allocation related to all states never is being matched which is very cause of concern. For example, if we talk about the budget allocation in terms of mid-day meals being provided to all government schools then we find the confirmation with this truth of fact that there are big mismatches in sense of funds provided to the schools to stop the wastage and stagnation in the schools perfectly in the rural areas.
It is very significant to say here that every federal state is being recognized by hilly areas and backward areas. More and more poor families still fail to send their wards to schools to get a sound education within them. The mid-day meals were thus meant to do just the meet of requirements in all particular areas to curb the ignorance in the present essence of the educational values system of the era. It is also aggrieved to say here that the disbursement of funds is another factor that also fails to stop the wastage and stagnation at all the primary level of schooling. The cooperation between union and federal states related to disbursement and allocation of funds needs to be an imperative sense of looking to make India shining and the silver linings towards the enlightenment the education within all schooling levels needs strong attention.
Similarly, the allocation and disbursement of funds related to other fields is also a sensitive matter. The federal states with relations to union should realize and understand each other how there would be to maintain the right to equality before the law. The online system should be maintained to address the grievances of the people as equally the states and union should come on the one table to discuss the desires and ambitions of the people of the sovereign state and it is bound duty of all states to do rightly and combine as well to develop the trust each other to know the fault where arisen for the discriminatory attitude if though were being adopted by the union at center.
Regularly we found and tracing always the government at the union is making discriminatory attitude during the allocation of funds to all federal states .It is major cause of concern that the which party led by the government in the union is often making attentive formation towards all those states where the same party under the government is running there also while as the chapter of allocation and disbursement of funds related to the all federal states are perfectly we found mismatching. The vote ballot policy and political grace of mind vision of the political parties within the all regions of sovereign state is an important matter that needs to be realized with close eyes. The bound - round act of the all political parties badly wounded and affected not only the single cultural identity of the people of the sovereign state but the step motherly treatment within the hearts of the political leaders is being traced and making the shocking events within the inner hearts and minds of the people.
The chapters of Indian constitution are very rigid and written and all the representatives of the people in the house of commons know this fact very well that can never be denied also but where the lack of sincerity among them is outlining and copying is a matter to think on it. The discrimination of allocation and disbursement of funds within the all federal states is a common factor due to the cause of political humiliation affecting finally the people of state and voters. Mostly the people of house of commons are unsurprisingly knowing the chapters of Indian constitution “federalism, funds and discrimination.
