| LG terminates 2 Govt teachers accused of aiding LeT | | | | Srinagar, Oct 30: Two government teachers were terminated from their service on Thursday for allegedly being actively involved in terror activities.
The terminations were ordered by the Lieutenant Governor Manoj Sinha’s administration under Article 311(2)(C) of the Constitution, which allows for the termination of government employees without an inquiry if the President or Governor is satisfied that such action is necessary in the interest of the security of the state. The number of terminated employees by LG’s administration has reached 86.
The dismissed employees have been identified as Ghulam Hussain, son of Ali Muhammad of Kalwa Mulas in Mahor, Reasi.
He is a teacher posted at the Government Primary School, Kalwa.
Maajid Iqbal Dar, son of Muhammad Iqbal Dar, of Ward No 1 near J&K Bank, Khorea, Rajouri, is a teacher posted in Rajouri.
Officials said that both individuals were found to have maintained active links with the Pakistan-based terror outfit Lashkar-e-Toiba (LeT) and associated subversive networks operating against the interests of the nation.
They said Ghulam Hussain, appointed as a Rehbar-e-Taleem (ReT) in 2004 and regularised in 2009, was involved in terror financing and logistics.
Officials said he was found maintaining close contact with Pakistan-based terrorists, receiving and distributing funds for terror operations, and facilitating the recruitment of local youth into terror ranks in Reasi.
They said Hussain had been chargesheeted in FIR No 63/2020 under Sections 120-B, 121, 122, 123, and 124 of the Indian Penal Code (IPC) and Sections 17, 18, 39, and 40 of the Unlawful Activities (Prevention) Act [UA(P)A].
He is currently lodged at Kot Bhalwal Jail, Jammu.
Officials said that his continued presence in government service posed a “serious threat to national security and public order,” justifying the invocation of Article 311(2)(c).
They said Hussain had been found in perpetual communication with LeT terrorist Muhammad Qasim of Angralla (Government of India-designated individual terrorist) and LeT terrorist Ghulam Mustafa of Chasana, on whose instructions he was to constitute an OGW network in Reasi for facilitating terrorist activities of LeT.
Officials said he had collected money as a terror fund, which, on the instructions of the LeT terrorist sitting in Pakistan, he had delivered to the families of known terrorists.
They said that he also distributed parcels to the terrorist families, which were sent from across the border.
Officials said that the second dismissed teacher, Maajid Iqbal Dar, was appointed in 2009 on compassionate grounds under SRO-43/1994 after his father’s death and was promoted as a regular teacher in 2019.
They said investigations revealed his direct role in planting an Improvised Explosive Device (IED) near the J&K Bank branch at Kheora, Rajouri, in January 2023, acting on the directions of LeT handlers across the border.
Officials said that security forces recovered the device, averting what officials described as a “major tragedy”.
Dar has been charge-sheeted in FIR No 32/2023 under Sections 13, 18, 23, and 39 of the UA(P)A under the relevant sections of the Explosive Substances Act, and Section 201 of the IPC.
He is currently lodged at the District Jail, Rajouri.
Officials said Dar is a terrorist associate of LeT who, on the directions of a PoK-based terrorist handler of LeT, collected an IED and cash from Dassal Forest, wherein it was concealed.
They said that acting on the directions of PoK-based terrorists, Dar received, transported, and planted the IED at Kheora near J&K Bank Branch to cause maximum civilian casualties and to spread terror within the local population.
Officials said that this was done to seek a reward from the terrorists sitting in Pakistan in the form of narcotics and terror money.
“Both individuals had betrayed the trust of the public, abused their official positions, and acted as conduits of terror propaganda and logistics while drawing salaries from the state exchequer,” officials said, adding that their conduct was “gravely prejudicial to the security and integrity of the Union of India,” leaving no scope for their continuation in public service
