City action Plan and micro action Plan the best theory to climate change

Steps have been taken to keep the ecosystem clean and balanced in Jammu and Kashmir likewise other states in India and the world is looking towards India to tackle the challenges of climate change.

"Every citizen should fulfil his responsibility towards nature and become a green warrior and environmental soldier. We need to strengthen the grassroots monitoring system by developing city action plans and micro action plans for local solutions.

It is an important initiative to promote scientific knowledge in achieving the goals. The Jammu and Kashmir Lt. Governor also stressed to fulfil the objective of the National Clean Air Program.

Under the city action plan and micro action plan reach programme that represents our initiative to promote good regulatory practices in reducing sector-wise emissions and enabling implementation and monitoring compliance of the city clean air action plans under the National Clean Air Programme (NCAP) through knowledge sharing and capacity building.

As you are aware under India's National Clean Air Programme (NCAP), 132 non-attainment cities including million-plus cities have prepared clean air action plans for reaching their target of 20 to 30 per cent reduction in particulate pollution by 2024 from the 2017 levels. The 15th Finance Commission has also released funds for Urban Local Bodies for 28 states. It includes million-plus cities and other cities with less than one million populations. Under 15th Finance Commission, Rs. 4,400 crore was allocated to 42 million-plus cities for ambient air quality. MoEF&CC, as the nodal ministry in consultation with the state government, had to develop city-wise and year-wise targets on ambient air quality for 2020-25 based on the annual average concentration of PM10 and PM2.5.

Cities have begun implementing sector-wise strategies and interventions to reduce emissions, ranging from vehicles, industry and power plants, waste burning, and household energy. They are mandated to prepare micro action plans with set targets and timelines and reporting of quarterly progress for the action taken. Further, to address the issue of regional pollution, states are directed to prepare state action plans and to scale up action across the region.

Recognising this need CSE has designed this training programme for regulators which aims to sensitise, guide, build knowledge and regulatory capacity of officials from the concerned implementing departments and agencies in cities/states on clean air action planning and implementation, micro action plans monitoring and progress, guidance on state action plans and strengthening the clean air action process.

The Jammu and Kashmir Lt. governor Manoj Sinha also shared the important steps taken by the administration to maintain balance between development and environment .Lt. Governor Manoj Sinha inaugurated the Aerosol Winter School-2023 at Central University of Jammu. A winter school is being organized by the University of Jammu under the auspices of National Knowledge Network to support the National Clean Air Programme. Speaking on the occasion, the Lt. Governor said that the winter school will focus on clean air and climate. Will facilitate theory based training and hands-on operational training clean air is an administration priority and the National Clean Air Program should become a public movement to prevent, control and reduce air pollution.

The Lieutenant Governor observed that experts should work at the grassroots level and there should be coordination between various experts, academic and administrative institutions for capacity building and public outreach. The productive life of citizens and the development of the region depend on the health of the environment. Lt Governor said that all stakeholders, Pollution Control Committee and ULB should work together for effective implementation of clean air program and shaping the climate future of Jammu and Kashmir.
