WSS proposed for Chhangam Sarthal, Kishtwar: Sham Lal

JAMMU, JANUARY 24: Minister for PHE, Sham Lal Choudhary today informed the legislative Council that government has proposed a Water Supply Scheme (WSS) to cover Chhangam Sarthal area of Kishtwar District.

The Minister was replying to a Calling Attention Notice moved by legislator Ramesh Arora “To call the attention of the Government towards a matter of urgent public importance, namely the situation that has arisedn due to non-inclusion of village Chhangam Sarthal Thesil, Kishtwar District for providing water supply from the scheme sanctioned for Fagwar and Drab of same Panchayat from Nala Galigad (Khalmokhs) Water Scheme”.

Giving details about WSS Drab Phagwar, he said it has been proposed under NABARD Loan Assistance during the current financial year at an estimated cost of Rs 1.27 crore which will benefit a populace of 1000 souls of Drab Phagwar and its Mohras.

However he said that the hydraulic parameters including un-sufficient elevation of the Water Supply Scheme are not allowing tapping the water for the village Chhangam Sarthal under WSS Drab Phagwar.

“The size of the gravity pipe line as per the DPR is only 02 inch & 1 1/2 inch Dia and the reservoir is of 10,000 gallons capacity, which can only cater the requirement of population (1000 souls) of Drab Phagwar and its mohras”.

Similarly, new alignment to include village Chhangam Sarthal involves a huge functional implication which cannot the accommodated in the present DPR, he added. He informed that the required flow of water could not be maintained even if the reservoir was shifted to new location.

However, he informed that to cover the village Chhangam Sarthal, government has formulated DPR for a separate water supply Scheme Neelan Dadan Agral at an estimated cost of Rs 3.08 crore with source at Neelan Dadan located at a higher altitude, which is being proposed for sponsoring under enhanced ceiling of NABARD.

The minister stated that the habitations proposed to be covered under the said scheme are Agral, Mandir, and Chhangam etc with a population of 659 souls.

Presently, the village Chhangam Sarthal is getting water supply from Service Reservoir Agral of Water Supply Scheme Sarthal Marwari, he added.
